In a bilateral diplomatic and economic push to unlock regional connectivity, Prime Minister Shehbaz Sharif has formally instructed Pakistan’s civil aviation authorities to fast-track an immediate feasibility study for operating direct passenger flights between Pakistan and the Maldives.
The high-level directive was announced during the Pakistan-Maldives Business Forum, held alongside visiting Maldivian President Dr. Mohamed Muizzu.
Currently, air travel between Pakistan and the archipelagic nation is constrained by indirect transit routes—requiring cumbersome layovers through Middle Eastern or South Asian transit hubs (such as Dubai, Doha, or Colombo). This transit friction stretches travel time to 8 to 14+ hours, inflating ticket tariffs and limiting tourism flow, business delegation mobility, and direct cargo exchanges.

[Current Indirect Transit Routing] [Proposed Direct Flight Corridor]
• Layover via Middle East (DXB/DOH) or Colombo (CMB) • Non-stop routing: Karachi/Islamabad to Malé (MLE)
• Total travel duration: 8 to 14+ hours • Estimated flight time: ~4.0 to 4.5 hours
• Higher ticket pricing due to dual-sector bookings • Direct transit access for business & leisure travelers
• Transit visa complications & baggage transfer delays • Accelerated air-cargo for perishable trade goods
1. Civil Aviation Mandate & Route Feasibility
The Pakistan Civil Aviation Authority (PCAA), in coordination with national flag carrier Pakistan International Airlines (PIA) and designated private scheduled carriers (Airblue, Fly Jinnah, SereneAir), has been tasked with evaluating route economics, traffic density, and bilateral air service agreements (ASA):
- Point-to-Point Flight Time: A direct non-stop flight from Karachi (KHI) to Velana International Airport in Malé (MLE) spans approximately 4 hours, while direct services from Islamabad (ISB) or Lahore (LHE) would take roughly 4.5 to 5 hours.
- Seasonal Demand Models: Aviation planners are assessing seasonal charter frequencies and code-share agreements to cater to peak winter leisure travel, corporate incentive trips, and honeymoon packages.
- Air Freight Opportunities: The corridor provides belly-hold cargo space for high-value trade, including Pakistani textile exports, fresh fruits, surgical equipment, and specialized pharmaceutical consignments directly into the Maldivian resort supply chain.
2. Strengthening Bilateral Tourism & Regional Mobility
The Maldives remains one of the world’s most sought-after luxury travel destinations, operating an accessible 30-day tourist visa-on-arrival facility for Pakistani passport holders. Despite this visa convenience, the absence of direct flights has kept outbound leisure numbers well below potential.
Establishing direct non-stop flights will:
- Significantly reduce airline ticket costs by eliminating hub transfer taxes and third-country airport transit fees.
- Unlock corporate retreats, trade delegation visits, and academic exchange opportunities between institutions in both countries.
- Support medical tourism and higher education travel for Maldivian citizens visiting specialized healthcare facilities and higher education institutions in Pakistan.
3. Strategic Travel & Documentation Advisory
While the Maldives offers visa-on-arrival access to international visitors, travelers must maintain strict travel documentation compliance:
- Passport Validity: Must possess an authentic machine-readable or biometric e-Passport with at least 6 months of remaining validity.
- Mandatory Electronic Health Declaration: Travelers must submit the online IMUGA Traveler Declaration Form within 96 hours prior to departure and arrival.
- Confirmed Travel Arrangements: Valid return flight tickets, documented resort/hotel bookings, and verifiable financial maintenance funds are systematically audited at immigration checkpoints in Malé.
